When I do a speed test on my laptop, ipad, iphone, etc. I get the recommended Speed mbps download. You may need to test several regions other than your own. Stay connected with that ethernet cable while troubleshooting this problem. Bypass any routers or wireless hardware totaly, and make sure all other devices in the network are totally unhooked, so there is no way they can consume bandwidth, if you truly want to troubleshoot it fully and correctly.
